ELECTRONIC IDENTITY CARD (CIE)

The Electronic Identity Card (CIE) is an official identification document valid for personal identification and for travel abroad within the European Union, in certain States that are parties to the Schengen Agreement, and in other countries with which bilateral agreements are in force.
Applicants are invited to consult the individual “Country Information” available on the website www.viaggiaresicuri.it, where Italian nationals may find this and other useful information regarding their chosen destinations. In addition, the CIE may be used to request a digital identity within the SPID system (Public Digital Identity System), allowing access to services provided by Italian Public Administrations.

VALIDITY OF THE CIE

The validity of the CIE varies according to the holder’s age:

  • 3 years for children under the age of 3 y.o. ;
  • 5 years for minors aged between 3 y.o. and 18 y.o. ;
  • 10 years for adults.

REQUIREMENTS FOR THE ISSUANCE OF THE CIE

The Consular Chancellery of the Embassy of Italy in Kuwait may issue the CIE exclusively to Italian citizens residing in the Consular District of Kuwait, following registration with AIRE in Kuwait. Therefore, in order to apply for the issuance of a CIE in Kuwait, applicants must be registered with AIRE in the Consular District of Kuwait.

If the applicant has changed their residential address compared to the one previously communicated to the Consular Office, they are advised to request an address update through the FAST IT portal before proceeding with the CIE application. Applicants are invited to consult the AIRE information page on this Embassy’s website.

The CIE may be requested as a replacement for a paper identity card (CIC), if no other valid identity document is held; in cases of theft, loss, or deterioration of the previous card, by submitting a report to the competent Authority.

Applicants must also hold a tax code (Codice Fiscale – CF) validated by the Italian Agenzia delle Entrate in order to apply for the CIE. Those who do not yet have a Codice Fiscale must first apply for its issuance; only thereafter will an appointment for the CIE be granted.

Finally, for persons born abroad, the transcription of the birth certificate in Italy must have been completed.

HOW TO REQUEST AN APPOINTMENT FOR THE ISSUANCE OF THE CIE

To request an appointment for the issuance of the CIE, applicants must send an email to consolare.alkuwait@esteri.it, including all MANDATORY information (**). Please refer to the section below.

In the event that an appointment is requested by a single email for multiple family members, the MANDATORY INFORMATION (**) listed below must be provided, in the order indicated, for EACH applicant.

Incomplete requests will receive a reply from the Consular Chancellery requesting the missing information and documents. If the requested elements are not provided within 10 working days from the integration request, the appointment request will be considered withdrawn.

  • (Optional) Declaration of a medical condition or permanent physical impairment preventing the acquisition of fingerprints.

 ATTACHMENTS:

  • (**) Scan of the Italian passport;
  • (**) Scan of the CIC or CIE to be replaced;
  • (Optional) Report of theft, loss, or deterioration;
  • (Optional) Medical certificate issued by the local health authority attesting to a permanent physical impediment to fingerprint acquisition.

Please note: personal data must correspond exactly to those shown on other Italian documents. Second names or surnames appearing on documents of another nationality must not be included. For married women, the husband’s surname cannot be entered on the CIE, as this is an identity document and not a civil status document.

FINGERPRINT ACQUISITION

For the issuance of the CIE, fingerprint acquisition is required.

Children under the age of 12 and individuals with a documented permanent medical condition or physical impediment are exempt. In such cases, a medical certificate issued by the local health authority must be submitted to the Consular Office.

This circumstance must be mentioned in the appointment request email, and the original medical documentation must be presented on the day of the appointment.

CIE APPLICATION FOR MINOR CHILDREN

For applications concerning minor children, the consent of all persons exercising parental responsibility is required.

Such consent must also be provided in cases of unmarried, separated, or divorced parents.

If one parent is a citizen of a European Union Member State, their presence at the Consular Office is not required if both parents cannot attend with the minor. In this case, it will be sufficient to submit the form ASSENSO DEI GENITORI DI FIGLI MINORI PER RICHIESTA CIE/ CONSENT FORM TO BE COMPLETED BY BOTH PARENTS OF CHILDREN UNDER 18 (link to the form), duly completed and signed (either handwritten or with a digital signature valid under Italian law), together with a copy of the passport or identity card of the consenting parent for signature comparison.

If the consenting parent is not a citizen of the European Union, they must sign the consent declaration in person at the Consular Chancellery on the day of the appointment, presenting a valid identity document for signature authentication.

In the event of the death of one parent, a copy of the death certificate must be submitted.

COLLECTION OF THE CIE

Once the CIE is available at the Consular Office, the holder will receive an email indicating the appointment for collection.
