It was the fourth Ukraine Recovery Conference, continuing the annual series of high-level political events dedicated to the swift recovery and long-term reconstruction of Ukraine since the beginning of Russia\u2019s full-scale war of aggression against Ukraine.<\/p>\n<p>Governments, international organizations, financial institutions, businesses, regions, municipalities and civil society came together, united by a shared commitment to strengthen the resilience of Ukraine for as long as needed. The participants represented the various stakeholder groups, demonstrating their strong engagement for Ukraine\u2019s future.<\/p>\n<p>The conference reflected the Lugano principles, including a \u201cwhole of society\u201d approach to recovery through the meaningful participation of a broad range of stakeholders.<\/p>\n<p>The URC2025 focused on the following <strong>four thematic dimensions<\/strong>:<\/p>\n<ul>\n<li><strong>Business Dimension &#8211; Mobilizing the Private Sector for Reconstruction and Economic Growth<\/strong><\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">To achieve economic growth and a successful reconstruction, private capital is key. The URC2025 addressed the private sector\u2019s concerns including on security, financing and insurances, excess of regulations and labor market.<\/p>\n<ul>\n<li><strong>Human Dimension &#8211; Social Recovery and Human Capital for the Future of Ukraine<\/strong><\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">Ukraine\u2019s recovery depends on mobilizing human capital, fostering social cohesion, addressing inclusiveness, with the aim of unleashing the potential of all citizens at home and abroad, particularly women and youth. Key challenges will include \u2013 among others \u2013 the reintegration of internally displaced people, refugees, and veterans into civilian life. Collaboration among stakeholders, civil society, and the Ukrainian diaspora is vital to preserving and growing the nation\u2019s human capital for sustainable reconstruction.<\/p>\n<ul>\n<li><strong>Local and Regional Dimension &#8211; Recovery of Municipalities and Regions<\/strong><\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">Local and regional actors are key to Ukraine\u2019s reconstruction, building on the decentralization reform. The Conference emphasized the role of local self-governance and regional state administrations in recovery, financial access and capacity-building.<\/p>\n<ul>\n<li><strong>EU Dimension &#8211; EU Accession and Related Reforms<\/strong><\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">Upholding the spirit of the Ukraine Reform Conferences that took place up until 2022, the URC2025 also showcased Ukrainian reform progress in the context of its economic resilience and the EU accession process.<\/p>\n<p>Important <strong>crosscutting issues<\/strong> such as macroeconomic stability, resilience and security, infrastructure, housing, energy, climate protection, green recovery, culture, healthcare, gender issues, education, environment, science-technology-innovation and disabilities were\u00a0 integrated into the above-mentioned dimensions.
