Provisional European Union Travel Document (EU ETD)

The EU ETD is an emergency document that may be issued to nationals or to citizens of EU Member States that are not represented, and is valid for one single journey only to the Member State of which the applicant is a citizen, to the applicant’s country of permanent residence, or, exceptionally, to another destination. It may be issued to any citizen of the European Union, subject to authorization by the Member State of nationality.

The application for an EU ETD must be submitted using the appropriate form (see link to the attached form) and must be accompanied by:

  1. a) a declaration of theft or loss of the passport or other travel document, made before the Consular Office pursuant to Articles 46 and 47 of Presidential Decree No. 445 of 28 December 2000, and in compliance with Article 76 of the same decree;
    b) a report of the theft, loss, or destruction of the passport or other travel document filed with the local police authorities;
    c) in cases where it is not possible at the time of application to capture an image of the applicant’s face, a digital or scanned photograph of the applicant, in accordance with the standards set out in ICAO Document 9303 on machine-readable travel documents;
    d) the travel ticket, where available.

Applicants may submit an EU ETD issuance request by email to consolare.alkuwait@esteri.it, indicating:

  • subject line: Application for issuance of EU ETD – First name SURNAME, date and place of birth, nationality;
  • body of the email: the reasons for the request, a description of the circumstances of destruction of the travel document, and the scheduled date of the flight;
  • attachments: scanned copies of the documents to be submitted in original, a copy of the stolen, lost, or destroyed travel document, and any other documents in the applicant’s possession.

The Consular Chancery will communicate the appointment for the issuance of the EU ETD, taking into account the urgency of the case and the information provided in the application.

Please note that, under current regulations, the EU ETD is valid for the duration of the journey for which it is issued, for a maximum of fifteen days.

Please also note that the beneficiary is required, upon arrival at the destination, to surrender the document to the border police or another police authority, regardless of any remaining validity. If the beneficiary of an EU ETD issued by a Consular Office travels to a Country other than Italy, the beneficiary is required to return the document to the Consular Office with territorial jurisdiction over the destination location.
