CONTRIBUTIONS FOR THE EXCHANGE OF VISITS OF TEACHERS, EXPERTS AND CULTURAL PERSONALITIES.

For the purposes of the internationalization of the Italian training system and of the Italian cultural offer promoted by the Ministry of Foreign Affairs and International Cooperation (MAECI), some ministerial programs for funding short visits and exchanges of Italian professors, experts and Italian and foreign cultural personalities are highlighted.

1. Purpose and exchange conditions

The funding can be used both for visits by foreign personalities of the academic and cultural world in Italy and for the missions abroad of their Italian counterparts.

An essential condition of access in both cases is the presence of an official invitation: addressed, in the first case, by an Italian university or cultural organization to the foreign guest; in the second, by an institution a foreign cultural institution to the Italian personality.

The different procedures for requesting access to funding are indicated, subject to careful evaluation and possible ministerial approval.

2. Foreign teachers and experts in Italy

The MAECI will be able to grant a lump-sum contribution for living expenses only to foreign professors, experts and personalities of foreign culture invited to Italy.

2.1 Documentation to be presented by candidates

Interested candidates should send a special documentation to the Embassy of Italy in Kuwait
composed of:

a) letter of invitation from the host institution, written on headed notepaper, dated and signed, clearly showing the dates of the mission;

b) letter of acceptance of the guest, written on headed notepaper, dated and signed;

c) C.V. of the candidate;

d) work plan for the mission to be carried out, which briefly describes the activity planned during the stay;

e) copy of the applicant’s identity document.

2.3 Entity of the contribution and method of collection of the same

This contribution corresponds to a lump sum and all-inclusive amount, currently calculated at € 120.00 per day for the first 6 days and € 93.00 per day for the seventh and eighth days (maximum total € 906.00). The cost of accommodation expenses over 8 days is not provided for.

The usual procedure for payment provides for the payment of the cash contribution directly to the person with a passport through the network of Provincial Treasuries present in Italy. In consideration of the time necessary for the provision of the payment to the competent Provincial Treasury, the requests accompanied by the above documentation must be received strictly no later than 40 days before the date of arrival of the interested party: this in order to
avoid the non-collection of the contribution.

In the event that the teacher or expert, invited to Italy, cancels his/her stay or changes its dates after approval of the MAECI’s contribution request – unless there are serious and documented reasons – the Ministry of Foreign Affairs will take it into account the assessment of any subsequent requests submitted by the interested party.

3. Teachers, experts and Italian personalities abroad

Concerning the missions abroad of Italian professors, experts and personalities of the culture, for which only travel expenses are reimbursed, it is necessary to distinguish whether the mission takes place within the framework of an Executive Program of Cultural Cooperation or on the basis of an invitation from a university or cultural institution.

3.1 Within the framework of an Executive Program: reimbursement by the “MIUR” – Ministry of Education, University and Research (currently not applicable to Kuwait)

In the first case, and only if it is a tenured professor, the applicant can forward his/her application directly to the competent Directorate of the Ministry of Education, University and Research, which is responsible for the reimbursement in question in the scope of the Executive Program in force, according to the methods described at the following addresses:

The missions financed by MIUR, under a Cultural Cooperation Executive Program, provide for a full reimbursement of the expenses incurred for the purchase of international travel tickets.

3.2 Outside an Executive Program: partial reimbursement by the MAECI (for Kuwait)

If the visit takes place on the basis of an official invitation outside an Executive Program, or if the availability foreseen by the Ministry of Education is exhausted, the MAECI can provide a partial reimbursement of only a two-way ticket – on economic class – from Italy, for the foreign office faced by the Italian candidate, in the measure of 80% of the total amount supported only on a current account in Italy.

Kindly note that the trip, for which the reimbursement is requested, cannot cover more Countries and that the invitation abroad cannot be bound at the allocation of the reimbursement by the MAECI.

3.2.1 Documentation to be presented in paper form at the Embassy of Italy in Kuwait

In this case, interested candidates must forward the following dossier to this Embassy:

a) letter of invitation from the host institution, written on headed notepaper, dated and signed, and clearly showing the dates for the scheduled mission;

b) letter of acceptance of the guest, written on headed notepaper, dated and signed;

c) a document signed with the personal data of the person (name, surname, place and date of birth, residence, tax code);

d) a signed document with bank account details, complete with IBAN code, on which the contribution will be paid;

e) electronic or scanned copy of the purchase receipt of the air ticket and/or railway ticket – in economy class;

f) C.V. of the candidate;

g) copy of the applicant’s identity document;

h) a scanning of boarding passes;

i) summary report on the visit carried out, dated and signed.
